Horror. The true disaster film is, I believe, limited to a very specific period in time - the 1970s and early 1980s. And while the film has its action moments, it's designed largely to go for the gore and jumps - which slots it into the horror genre.

Agreed on the time restriction - there was definitely a boom of them around that time, then they died out. That's not to say that they haven't tried (Deep Impact, for example, and the occasional film that've popped up since the mid 90s), but it's just not the same somehow...
